Photoshop freezes Windows Explorer on start up and won't launch 🥶

Question

Every time i try to use Photoshop it starts to load, then gets blank screen and windows explorer get's freezed...

I've downgraded until version 25 and this is still happening.
I've already tryed to uninstall all creative cloud apps, creative cloud itself and runned Adobe Creative Cloud Cleaner Tool.

One thing i've noticed is that when i launch Photoshop, windows explorer's CPU usage go up (like 10% and up).

I really don't know what to do anymore... it's been like this for weeks!
Can anyone help me please?

Among all the things i've tried, yesterday i did 2 things:

1. every time i open photoshop, the issue continues... BUT if i dele all the content on the CCX Welcome file (C:\Users\UserName\AppData\Roaming\Adobe\CCX Welcome) , i can open it and works lika a charm... But this must be done EVERY TIME.

2. Uncheck "Auto show the Home Screen" and check Use Legtacy "new document" interface on Preferences > General.

For now, this is how i've managed to work.

Hope it gets fixed soon.
