photoshop has an issue with the blue bounding box for scaling up and down the photos

A couple of things:

1. Click on the cogwheel symbol in the options bar and make sure 'Show Transform Controls' is checked

2. You are working on a background layer, in the layers panel click on the lock symbol next to teh layer name to convert it to a normal layer.
