Where do I get help?
Photoshop won't load;
It won't open with a file;
Won't open with a file "open in Photoshop" (jpgs, Psbs or etc)
Payment has been made as usual.
Photoshop opens from CC window and seems to give the options of tutorials but won't open to edit a file
Help? Is it available somehow.
Damn, what a product. Worse than getting a second hand car that breaks down around the corner from the garage.

If Photoshop use to work and now it fails to start try resetting your user id's Photoshop Preferences before trying anything else.
You state Photoshop starts but can not edit files. Try menu Edit>Preferences>General (Ctrl+K) Click the reset button, Click OK and close Photoshop down.

Make sure that you are logged into your creative cloud account with the creative cloud desktop app. Here's the help page for everything that you need to know about the desktop app Use the Creative Cloud desktop app to manage your apps and services
You can check the status of your creative cloud membership at adobe.com. Log into your account on this page and click on manage account.
It sounds to me like you might have been running PS in the trial version which ended. If your account is paid, you probably just need to log into it.

Problem solved after powering down and up again. Very worrying at the time and still no explanation as such, which in itself is the worrying bit as I lost CS6 in much the same way only it’s inaccessibility was solid and permanent and no one had an idea that recovered it. I was without it for three months in the end. Hence I had to reluctantly re-install with CC.

The problem with CS6 if you’re interested:
After doing a file save that would not finish, I had to power down because nothing else worked in Windows at the time, using Windows 10. A necessary reboot resulted in the following:
Error 1/ CS6: Could not load actions because an unexpected end of file was encountered.
Error 2/ CS6: Could not initialize Photoshop because the preferences file was invalid(it has been deleted) “how or why could this happen? It did! Can I get around these failures of CS6?Not in this case it turned out!
Again, the Photoshop was visible but solidly not functional – I was unable to find my original installation disc (It’ll turn up some day no-doubt) so I was unable to re-install and when I eventually got through to someone on the phone at Adobe/Photoshop: I was told that CS6 was no longer supported. This has left a very nasty taste in my mouth as the same sort of “lack of support for upgrade” occurred to me when I tried to upgrade from Photoshop 7 or 7.5(?) many years ago. I only came back to Photoshop when I bought CS6 a couple of years ago and I may not be with Adobe for much longer at this rate. When it works it’s great but……!

At least CS6 lasted for a couple of years, Photoshop CC has only lasted 3 months till it gave a similar problem; ‘still visible but dead! – didn’t even give an error message in this case; just wouldn’t open’ Several hours of worry before this time’s event eventually recovered after rebooting – how long before the next time me wonders?
There is something inherently wrong with Photoshop and would seem to me to be getting worse with the updates/upgrades!

Creative Cloud versions of Photoshop are CS6, CC, CC 2014, CC2015, CC 2015.5 and CC 2017 and I have all of them plus CS2 installed on my Windows system. Beginning with CC 2015 Adobe Photoshop Installer was changed. A new feature was added to remove prior version of Photoshop. Adobe installer will now by default remove older working version of Photoshop from your system. One need to use an advance install option to keep older versions of Photoshop install or after they are removed, install the desired prior versions via the Creative Cloud desktop application.
When I first install Photoshop CC years ago soon after I the the was an up to CC not only did the update update CC it broke my pperpetual CS6 install. CS6 could not be updated its updates would fail to install and cs6 did not work correctly. There are actually three versions of CS6 Perpetual CS6 versions 13.0.6 Mack and version 13.0.1.3 Windows and the subscription CS6 version 13.1.2. There are minor differences between versions.
To fix CS6. I installed CS6 using the stand alone CS6 installer not the Creative Cloud Desktop application. I installed CS6 on top of the of the broken CS6 install. This back leveled CS6 to version 13.0. I then ran CS6 update and CS6 was updated to version subscription version 13.1.2 not to 13.0.1.3 I had in the past. Though I could still load Adobe CS5 Plug-ins Web Photo Gallery and Picture package they failed to function in CS6 version 13.1.2 they use to function in CS6 version 13.1.3 one of the minor differences. They could not be use on a Mac for adobe only has 32 bit plug-ins available for Mac cs5. Mac CS6 is 64bit only. The other minor differences is CS6 13.1.2 has a bug fix that CS 6 version 13.0.1.3 does not have. Adobe fixed a scripting bug I had reported.
