Photoshop - Incorrect image size when dragging into other image

With the move tool, I've always dragged one image into another.  All of a sudden all my dragged images are ending up much smaller.  I've tried to just duplicate image into the other, same thing.  I've also tried to copy and paste, same thing.  What's up?  The only way I can get one image into the other preserving the origninal size is to drag it from Finder or Bridge and it creates a smart object.  I even tried to make the image a smart object before dragging and it still ends up very small.  I have gone into preferences and made sure the Resize during place is unchecked.  Any other suggestions?

Sounds like the resolution of the 2 files are not the same.

Opps.  Okay they were both 300, but one was 300 pixels per inch and the other was 300 pixels per centimeter.  Thanks so much!!
