Photoshop increidbly slow with GPU acceleration enabled, 3060 TI

Update: I got a driver rollback to work, but it does absolutely nothing.  Can still confirm 10+ second operation times for things like clicking and dragging text

@D Fosse.  Standard install, no DDU, no safe mode: results in 1 monitor being off, 4:3 stretched resolution, DXDIAG reporting no use of Geforce drivers, they seem to not load.

Just stop what you're doing, download the driver you want to your desktop, and launch it.

You don't need to remove the old driver first. Just launch the install package and check "clean install". This will remove all traces of any old driver(s) and install the new.

I'd recommend unchecking all the extra components in the driver package. You don't need them. Just install the base driver.

Thank you for the help!  However, after several attempts, I am unable to properly load the older driver.  After a driver clean-up and an install, the drivers won't even load.  My PC ends up being aware of a card, but no drivers. 

I have tried about 3 times now; a complete removal of NVIDIA and GEFORCE software on my computer, and an install of the drivers you linked me. Apologies if this is outside the realm of Adobe's support, I just don't know what to do at this point.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Preference reset is basic troubleshooting step https://helpx.adobe.com/photoshop/using/preferences.html

Check also that some software like antivirus does not blocks Photoshop from operating properly, thats the only thing that comes to my mind at the moment.

@D Fosse,  Thanks for the suggestion (I should've updated my BIOS in general, it was outdated!).  I went ahead and updated but I'm still getting the same terrible performance.  I am just lost at this point.
