Photoshop installation on Microsoft ARM fails with no error codes

I am trying to install photoshop (64 bit) on my Surface Pro 9 with a Microsoft ARM chip. I open the download and nothing happes. (No error codes just never does anything.)

@Darrell32179380jp5r have you tried installing the Creative Cloud desktop app and installing Photoshop from there
