Photoshop Interface sizing issue

Okay I've been on multiple threads and tried pretty much every combination of the UI scaling and still the interface is way too big (the swatch pallette in particular is so so wrong... -- you can see the size it should be when placed alongside the one in Indesign. is this something Adobe are working on, or is there something I'm missing?
