Photoshop is creating random numeric textfiles on drives

Since 2 - 4 month Photoshop is creating random TXT files on the drive where i working on! This text files will not deleted after closing PS. Also they can't delete while PS is in use!

Is this a local drive or network/cloud drive?

If it's an external location - this could be caused by working directly off a non-local location.

Adobe does not support working directly off servers, external locations, cloud services, etc. as they can cause issues like this.

It makes no different if the files are located on a network drive or internal ssd.  The TXT content is like this:

The screenshot clearly shows that this is a network drive, and I fully agree with kevin stohlmeyer's diagnosis.

 

If it really makes no difference whether it's network drive or local drive, you should post a similar screenshot from a local drive.
