Photoshop is failing to load

I have tried 5 times, I've tried restarting my computer and uninstalling and re-installing Photoshop to no avail, other Adobe programs load just fine. I can't submit the error because the cursor just keeps spinning and I have to stop it in Task Manager

Without any system info or the relevant launch and crash logs nobody can even guess. Start by checking the permissions on your user folders and the swap file locations.

I sent the logs to support and just installed the previous version. Whatever it is, it seemed to be a problem with the latest update.
