Photoshop is locking my files

This is the second time reporting this bug, first time couple of weeks ago resulted with no response. Photoshop is giving me a warning on random files, either files that are old or brand new like the one I have to send to a now lost client in about 20 minutes but here I am trying to get help.  I get a warning that 'the file is locked' or 'you do not have necessary permissions' or 'another program is using the file'  I have never had this problem until recently and have lost complete trust in using Adobe and Photoshop as my editing software.

Will someone from Adobe please look into this
