Photoshop Jpeg Removal Neural Filter still not working, been over a year with multiple updates. HELP

Mac User running Catalina 10.15.7. Photoshop 23.5.2 but its had issues on previous versions as well. I used to be able to use this filter. But about a year ago it stopped working. When I go to it I get no preview and no option to do anything. The ok button just stays greyed out and even after waiting 15 mins, nothing ever happens. Help! I've tried updating and restoring preferences to factory. Still a dead filter. Does anybody else have this issue? I know I am running an older system, but I am also running xtrafinder which only supports 10.15.7 without having to turn off Mac System Integrity Protection. Thanks for any help. Mac specs attached.

With the Jpeg Artifacts Removal Neural filter active if you click on the three little dots

shown in the below screenshot is Use Graphics Process (GPU) checked?

The most recent version of photoshop 2022 is 23.5.5, so perhaps there was a fix for the Jpeg Artifacts Removal Neural filter after 23.5.2.

 

If you open the Adobe Creative Cloud application is the 23.5.5 update available?

 

Anyway, the Jpeg Artifact Neural Filter seems to work here on a 2012 MacBook Pro with photoshop 2022 (ps ver 23.5.5) running on macOS Catalina 10.15.7.

Updated and still broken. I never get the OK button to become live or it showing any type of progress. It does nothing.
