Nearly every time I open a jpg, or tiff (but not pds files) Photoshop crashes. I have uninstalled and re-installed, and reset preferences to no avail. This happens evern for files I created in Photoshop.
I have 79 GB on my hard drive. All my software is set to update automatically.
Up until about 2 months ago, it worked just fine and I use it every few days.
Any ideas?

By default, jpeg and TIFF are set to open through the Camera Raw module (ACR) and from there into Photoshop. You can change this in Camera Raw Preferences (accessible from ACR, Photoshop or Bridge).
It sounds like ACR is crashing, and that's almost certainly in the GPU driver (it nearly always is). ACR is a lot more fussy about the GPU than Photoshop is. One very common problem is dual GPUs in laptops.
If you post the full Help > System Info from Photoshop we might be able to be more specific.
Changing ACR preferences to open jpeg/TIFF directly into Photoshop is a temporary workaround for now, until you can figure out what the GPU problem is.

I don't think I have ever had Camera Raw and I have been using Photoshop for years.

Camera Raw is an integral part of Photoshop. You have it.
Again, the default setting in Photoshop is to open jpegs and TIFFs through Camera Raw, if they have been opened through Camera Raw previously so they have Camera Raw metadata. Once opened through Camera Raw, it will continue to open through Camera Raw.
Here's where you change this in Photoshop Edit > Preferences > Camera Raw preferences:

Thanks, and this may be the problem. When I select Camera Raw in Preferences, Photoshop crashes!! So I cannot change the preferences for Camera Raw. Any ideas on how to fix this? I have already uninstalled and re-installed photoshop.

That's odd. Accessing Camera Raw preferences (from Photoshop or Bridge) does not open the Camera Raw module itself, so I have no idea why that crashes.
Post the full Help > System Info from Photoshop. Maybe we can spot something there. I'm still pretty sure the GPU is at the bottom of this, so you can try to update the driver first. You can also look at troubleshooting section 6 ("TempDisableGPU3") here:

OK, you have dual GPUs, which is a known potential problem. In the link I posted above, there's a procedure for disabling the integrated GPU.
Also, your Nvidia driver is years old (58 months). Update it from Nvidia's site. When you do, make sure to install the studio driver, not the game ready driver. Check the box for "clean install", which removes all traces of the old driver.
A third problem, although probably not the direct cause here, is that you have very little free disk space for the Photoshop scratch disk. You should aim for at least 250 GB and up.

OK. I disabled the graphics driver and Photoshop worked, but it messed up my multiple monitor settings so I put it back. I will do all this after a critical meeting next week so that I don't mess up my pc.
Thanks for your help, but Adobe should fix this bug. It is also weird that I have been using Photoshop for years on this device without a problem.

A Nvidia RTX 2070 will handle multiple monitors without a hitch. And to Photoshop it makes no difference. This is determined on GPU/OS level.
This isn't a Photoshop bug. The GPU is used for actual data processing. You can't send data to one GPU and get it back from the other. There can only be one GPU in this equation.
The problem is that Photoshop has no way to control which GPU is addressed. That's all down to the GPU driver and operating system. If there was a way for Photoshop to control this, it would have been solved many years ago. The Photoshop engineers are acutely aware of this and have been for a long time.
Is this a laptop or a desktop with two connected displays? If the latter, you have to connect both displays to the RTX. You cannot use the socket on the motherboard. If it's a laptop, the manufacturers usually modify drivers and operating system extensively. This is their way to put their brand stamp on the product.
A new Photoshop version will have new code, especially graphics code since this is the most rapidly evolving component in computers today. This doesn't stand still. Latent problems can emerge.

This is a laptop with two displays which I use at the office, but not on the road. Photoshop has been working just fine on the laptop for the last 4 years until a couple months ago. There have been no changes to my set up.

And when I right click on NVIDIA GeForce... in the Device Manager and try to update the driver, it says I have the latest update.
How do I find this driver on the NVIDIA web site to force an update?

The studio driver should appear in your nvida control panel. No reason for you to worry about the game driver. Sounds like you may not even know what that is (the nividia control panel) so here is a link to the download page: (it looks like a bunch of new drivers were issued just last month)

Hey, @Howard262290243dh3. How have you connected the Display to the machine? Are they plugged into the Motherboard or directly to the GPU?
The GPU isn't set up correctly on this machine. Please make sure the GPU is configured and in use.
