Photoshop keeps getting stuck on Save Optimized As panel

My Photoshop 2022 23.5.1 (running macOS Monterey, V 12.2.1)  keeps getting stuck on the Save Optimized As page that comes after Saving for Web. The app isn't frozen, I can still move the Save As panel around, but the folders are all blank, can't cancel or Save. when I try to click out of it the app makes a ding sound. I have to Force Quit to get it to go away, and lose all my work. The app doesn't say it's frozen though. Very odd.
