Photoshop Lag and Menu Flicker

Photoshop has updated and I've run into an issue when editing my .TIFF, .CR3, .PNG and .JPG. When my file loads in photoshop takes it's sweet time to load. I see the status circle on my screen but it's not moving. It can take up to 30 seconds at times. Once it is loaded all my menus flicker when I open them up. It's acting as if it's a graphics issue. This makes it hard adjusting levels, curves or anything precisely. I do astrophotography and have a program called PixInsight which is used to edit the RAW .FIT images and that program is running perfect after the latest GPU update. So I don't think it's a GPU problem but more a Photoshop. This is the first time I've edited on the new version of Photoshop and ran into this issue.
I uninstalled/reinstalled photoshop, issue remains
Unchecked use GPU in preferences within PS, issue remains
Ran Windows memory test and memtest, both passed
Uninstalled Nvidia driver via DDU in safe mode w/out networking, reboot and reinstall new driver, issue remains
Verified that the same issue is happening within lightroom as well.
Has anyone else had performance issues and menu flickering since the December update? I tried installing other versions but they keep failing.
