Hello.
Suddenly, the Windows version of Photoshop started freezing on the loading screen. All Adobe applications were updated to the latest versions. Stuck occur at different stages of startup and each time in a different way: “reading settings”, then at the “initializing HTML surfaces”, then at the “reading memory”, then “initializing menus”. I followed all the recommendations, starting with pressing "ctrl+alt+shift", deleting the contents of the "settings" folder. It didn't help. Then I uninstalled absolutely all Adobe applications using standard methods and also using the Creative Cloud Cleaner Tool with wiping all Adobe stuff, reinstalled Photoshop on different drives and directories, reinstalled the video card drivers, but the stuck is still here. Other Adobe apps such as Camera Raw, Lightroom and Premiere are still working good. So I guess it's not hardware issue...
My hardware specs:
Ryzen 7 4800
RAM 32Gb
RTX 2060
1000Gb SSD (600Gb is free)
2000Gb HDD (400Gb is free)
And Photoshop has always worked perfectly for a couple years on my PC till now...

Install Photoshop only on the drive where the system is installed; avoid installing it on other or external drives. Could the problem be due to a new release or a recent upgrade, since it has worked fine for many years? Have you considered rolling back to a previous release or update as a temporary fix?
