Photoshop launches as a background process, stuck

So recently, I have updated my photoshop, which then when i tried launching photoshop later, it would only launch in the background. Although I can get it working upon launching it as administrator, I can't open any photoshop files such as .psd. I am not sure if this is directly related to update, but it may relate.

 

I am currently using Windows 11 22000 (22H1),

Maybe you can try to reinstall photoshop in a new added administrator windows account.

It seems that version 22.5.8 works fine, but not 23.4.1. Could there be a reason behind this?

 

Also yes, I have tried to completely reinstall photoshop with the tool, didn't work.

 

I haven't tried to reinstall photoshop in a new administrator account, will give it a try tho. Thanks a lot!

I just tested 23.3.0, which works perfectly fine like 22.5.8. Could this be because of 23.4.1?

Photoshop version 23.4.1 (64 bit)on Windows 11 21H2 Build 22000.739.

Same problem with Windows 10, works OK from PC restart but leaves a background process running when photoshop closed, ending the background process helps most of the time.

I have tried to restart, reinstall, repair, and even reinstalling windows. It will launch in the background no matter what.
