Photoshop - 'Lock' layer effects to scale without adjustment

Hi everyone, hoping someone has the know how of if this is possible!

Is there any way that you can 'lock' layer effects such as shadowing, bevel and emboss, etc to scale when you transform layers? Rather than having to manually adjust them once scaled up or down? Maybe I am not using the right terminology to find online.

For example say I have a 15px shadow on a layer, once I make it smaller the shadow will still be 15px but this in proportion to the scaled down layer looks too big. So I will have to manually adjust to be back to scale.

The Transform With Style script automates adding the scale percentage from the Transform command into the Scale Effects command.

One way: Layer > Layer Style > Scale Effects...

 

It is a hidden part of Image > Image Size which is revealed in scripting (but not in transform). One can make the layer into a smart object, then edit the SO and use image size.
