Photoshop move tool not working

The move tool in my Photoshop stopped working. It does move stuff around but it doesn't highlight the element (like I am not able to click on it and resize anything). Like, I click on the layer I need to work on and it doesn't highlight it, and I am not able to do anything besides move it- for example if I add a logo to a picture, I am not able to make the logo smaller or bigger. It's like it's partially frozen? I have changed any settings, it just happened all of a sudden. help!

With the move tool selected , go to the options bar and check "Show Transform Controls"

In the Options for the Move tool, check "Auto Select" to select an object by clicking on it. Click "Show Transform Controls" to see the handles for resizing.
