@George29046100tg3b your GPU does not have full DirectX 12 support which is required for Photoshop, the feature level of the GT 730 is only 11.0.

The GT730 is a very old card model, released in 2014, nine years ago.

 

It does not support DirectX version 12, which is the current requirement for Photoshop. It only supports DirectX 11.

 

You can try to go to Preferences and check "older GPU mode" and/or "deactivate native canvas", but without DirectX 12 support that will probably not help. So in that case you need to disable the GPU altogether. That will limit Photoshop's functionality, but basic operation should still work.
