Photoshop not closing completely

I had gone back 3-4 versions with no help.  Was on phone with Adobe for about an hour....and 23.0 seems to work.  At some point I will need to step forward until I find where it breaks.  Not sure how much changed between then and latest.

at first, I was told PS needed to run as admin to get permission...which has never been the case before.  I hope they fix this.

EDIT:  FYI. Tested further versions.  Works up to 23.1.1.  Breaks on 23.2 and forward.

I have found that if I go into start menu, right click on 'Adobe ps 2022', then 'run as administrator', it will close and also end the background task.  However, if I change in properties to always run as administrator, it does not end the task when closing.  Would appreciate advice.

A little further testing.  If PS is closed in TM, LR will 'edit in' PS.  After saving, I can then edit another file (PS never closed).  However, if I close PS (but not end in TM), LR tries, but does not send (open) to PS
