Photoshop not closing fully

Photoshop opens OK from PC restart but when it is closed it leaves a background process running that prevents it from opening again, ending the background process allows photoshop to open again.

Reinstalled all Creative Cloud apps and Adobe support installed a previous version but still no resolution, support just want to keep reinstalling Photoshop - but not getting anywhere apart from losing preferences and time.

Photoshop version 23.4.1

Hi, maybe a gpu related issue. Can you try to disable the gpu?

Also, have you tried to launch photoshop application with administrator rights?

Apparently it was a problem with CC file syncing (although I never use it) changed the file sync location in Photoshop preferences and the problem went away, I noticed that the background activity was writing to disk whenever photoshop closed so dug a little deeper and solved it.

Why is photoshop so bloated with collaboration and syncing services when they aren't required by most photographers?
