Photoshop not working because of windows 10 update

Hi, can anyone help please?  Last week windows did a big update on my PC and it has affected Photoshop.  I can open images, but there are menus that are grey and I can't access them.  When I try applying commands that I can access, I just get a message saying could not complete the command because of program error.

My Photoshop is the latest version and up-to-date; drivers are up-to-date; I've uninstalled and re-installed Photoshop and also cleared the preferences when starting the program.

The picture below shows the menu with the areas greyed out. Any advice will be very much appreciated, thank you.

If it doesn't work try to create a new user on your PC, and install photoshop on it:
