Photoshop not working properly on windows 10

I downloaded it 2 months ago and now i finally get a hold of it, the problem is that when i use tools it leaves a mark, when i move it, for example, the shapes outer lines leaves on its former place, or when i try to highlight the object or image it does not working, im working on a project right now, and im frustrated because i cant properly use anchor points and shape tools. How to fix this?

In the preferences under Technology Previews check the box deactivate native canvas. If that doesn't work, try turning off use graphic processor under preformance.

Hello chuck, i did what you said and also i researched about it and also did it but sadly the problem is still there. also this pop up on my screen, note that i did the 7 steps of that and still cant fix the problem.
