Photoshop only opens as a background process - 2022

HELP!!  I've been trying for days now to get Photoshop to download and OPEN.  I got a new laptop for Christmas and it's great but, my issue is now I am unable to use Photoshop at all.  I have downloaded it through CC several times now, each time taking hours to download after uninstalling it first.  I have tried several older versions to see if that's the issue.  I have changed my system user profile to a local profile, still wont work, I have updated all the graphic drivers, downloaded and updated the NVIDIA Studio Driver, still wont work.  I have tried ending task from the background process and relaunching, still wont work.  I have tried opening with Run as Administrator, still wont work.  I am at my witts end with this and don't know what to do anymore.  I am not a computer whizz so I feel like I have exceeded my abilities to solve this issue and now hope someone here can help me figure this one out further.

Hi, first of all try to fully reinstall photoshop with this tool:

If the previous hint doesn't work try to create a new window user account and install the CC and photoshop under it.
