Photoshop open, but screen is grey and won't open files

I have a client coming in soon, trying to finish editing. Photoshop is open, but none of the side bars are showing. It will not open any file. I can't even tell it to open. I have tried restarting it several times. Illustrator works fine, photoshop is the only one with issues.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

When I'm in Photoshop, I click on FILE or any other button and it won't work at all. I can't even shut it down. I have to use Task Manager to shut it down.

Finally got support on line. They said it was because I had more than one graphics card, but I had been running that for awhile without issue. They ended up cleaning up the Creative Cloud and reinstalling it and it worked fine.
