Photoshop pasting question

This is probably pretty minor in the grand scheme of things, but this feature I think was turned off somehow. When I paste an image onto a layer it doesn't indicate when the image has run over the edge of the layer. On my laptop version it shows very distinctive lines that light up.  How would I activate that? Along those lines, I think it used to have a feature where when I moved a pasted image over a layer it had a guide to tell me if the image was centered versus looking at the numbers that appear.

 

It's probably an easy fix so any suggestion would be great. I think I'm using version 23.3.2 if I go to About.

Other possibilities might be 

• set the Move Tool to »Show Transform Controls« 

• View > Show > Layer Edges

I think you're talking about smart guides:

check in view>extras, if you got them activated

 

also these snapping features can be helpful

 

when you position a layer, it sticks to particular points of the canvas (center, or even in alignment with other objects in the document)
