As far as I know, the only special is for Education... but there is a special on Photoshop for everyone

Adobe programmes are for professional use, it doesn't matter if you are non-profit or for-profit, the only differencing in price is for the student/teacher package, school/university package, individual, and the business package.
If you require only Photoshop then you can purchase Photoshop Elements.

The Photography plan is cheaper than the Student Teacher version, but the former is just Photoshop, Lightroom and Bridge, and the latter is a full subscription with 30 plus apps. But if you just need Photoshop, $10 a month should be findable. If you are a non profit community type organisation, go find a large media company to sponsor you.

We are a non-profit and we have access to TechSoup in our country (NZ) we have access to Adobe's Creative Cloud for $7 per licence for 1 year - and then get an additional 40% off the regular plan for subsequent years. We do also have access to free 12 month renewals.
TechSoup is also available in other places like the US. So good to look around.

Licensing | The discounted membership allows one user to download and use any Creative Cloud product while the membership is active. This offer is only valid if the user is an employee or volunteer within an organisation. If you're the licensed user, you may also install and use the software on a secondary computer. The secondary computer may be a home computer or portable computer and can run either Windows or Mac OS. You may not run the software simultaneously on both the primary and secondary computers. |

Transferring Memberships | Individual memberships are managed on an individual level, and the user's email address is connected to the Adobe ID. Cancellation | If you cancel within the first 30 days, Adobe will issue a full refund. If you cancel after the first 30 days, Adobe will refund half of your remaining contract obligation. Regardless of whether you choose to pay annually or monthly, you are still obligated to pay for half of the remaining year's membership. After you cancel, Creative Cloud applications will stop working. However, you will continue to have access to Creative Cloud membership's free benefits, including 2 GB cloud storage and use of certain services. If you've stored more than 2 GB of files on Creative Cloud's storage when you cancel your membership, you will lose files stored beyond the initial 2 GB you used unless you back them up ahead of time. |

I keep forgetting about TechSoup, so thanks for the reminder. I was vice chair of Volunteer Marlborough up until a few years ago, and went to a lot of conferences where TechSoup was discussed. The prices you mention are better than I remember as well. So where are you out of interest, and what organisation are you with? How cool! Yeah, they are way better then I remember! We run Digital Natives Academy​ a non-profit focused on helping young people prepare for global digital opportunities. I haven't been to Rapaura - wonderful to check out your work - love it!! We have set up Digital Basecamp a coworking space for digital creatives - we create pathways from our non-profit into training or industry work (2D, 3D, digital dev).
