Photoshop Question

I don't know how to thoroughly describe what I am trying to do but I will do my best. I have a tie dye image open in photoshop as well as an image of a head of a tiger. The image of the tiger is only black and white. I have placed the tiger image on top of the tie dye image and what I want to do is make either the black or the white parts tie dye. I know how to do a clipping mask but I either am missing a step or it just isn't working. I do this all the time with text where I can make any text have tie dye on it and that's essentially what I'm trying to accomplish with the tiger image but I just can't figure it out. Can someone help me figure this out?? I have attached an example of what I'm trying to accomplish. Maybe I should be using Ai instead. If so, I can do that but I am not well versed in Ai at all and don't mind learning as I am a fast learner.
