I am trying to save my image, and photoshop pops up a daialog: "place the file before saving".

What does this mean?  Place file?  Place it where?  how is placing a file different from saving a file?

How do I know if I should place or not place before saving?

There is surprosing little info on what placing means.

Note, Im using the full version of photoshop, not the browser based version.

Thanks.

It sounds like you were in the middle of placing a file but had not yet committed the placement. Before saving, if you hit the Enter key as Nancy suggested, that should commit the placement. Alternatively, if you are placing a file a checkmark and cancel symbol will appear in the Options bar, and you can click the checkmark to commit the placement.
