Photoshop refuses to update & open

I am trying to update to Photoshop v22.1 but when I do I am getting an error that says 

"Close Photoshop 2021" however it's not open or running? 

I am on a Windows machine running latest version of 10 and a check of task manager says it's not running or open. Ideas? Suggestions?

Restart the computer.

If that doesn't work, update or reinstall the CC App.
