Photoshop rotate problem / pdf to psd

I scanned a drawing as a pdf. Then colored it and saved as a psd. (The pdf was upside down)

Now I'm trying to save from the psd an animation gif, and it's saving the image upside down.

How can I rotate it?

I've been trying to edit the original source pdf to rotate it, but I only get bounding boxes which are incomplete

fragments of the whole drawing. Please help, thank you!

i rotated all layers ..... then saved them mark the thread complete...thanks
