Photoshop Ruler not updating - separate document window

Hi all,

I'm working on my wacom tablet, and noticing that the rulers in the document window aren't updating when I zoom/pan, and leaving weird artifact. I found one thread about this, from 6 years ago, and the "solution" doesn't do anything...

I know it's not a performance issue. I'm running an i7, 16GB of RAM, and a Nvidia GTX 1070. 

Does anyone have a fix for this?
