Photoshop saying trial ended, but also says already purchased when clicking 'Buy Now'

I have bought the Photoshop Photography plan for $9.99/month, and it will not open. It also says 'Buy Now' -trial expired...but when I try to purchase it says I already have it and it is part of Adobe Creative Cloud.
I have bought a similar plan for Light Room, and that is able to open up and be used on my desktop. I am using a Windows10 desktop computer. 
When I try to open Photoshop, it has a loading window as if it's trying to open the application, but never does.

There are a few hints here, but they boil down to making sure you are logged in to Desktop Application Manager.  Or if you are, sign out and back in again.  Try that and come back if still stuck

That is what is happening, the validating software license window will keep popping up and than down over and over but not opening anything. I already logged out of Creative Cloud and signed back in.
