My photoshop stuck on hand tool and I can't use any other tool

This is mad! But the Shift Spacebar worked for me -In Photoshop, using the Shift key along with the spacebar serves as a shortcut to temporarily activate the Hand Tool. So the opposite works as well.

When you hold down the spacebar, it typically allows you to pan around the image you're working on, and when you add the Shift key to it, it activates the Hand Tool directly, which you can then use to move around your canvas without having to switch tools manually.
