I recently received an M1 Ultra (64 GB of Ram, 2TB of Storage), and I've had multiple occasions where Photoshop just hangs at 0% (sometimes 10%) and I have to Force Quit and then recover the files via auto-save recovery. I did a search but nothing came up, I'm hoping this is something already on the Photoshop team's radar (but it doesn't look like it via the known issues).

I understand it's a newish computer / chip but it's been touted by both Apple and Adobe to be working well - when it's not, especially a core product has such a basic flaw.

Same issue here. M1 Ultra Mac Studio. Before the lastest issue it'd hang at 0% upon saving. After the update it still hangs but at random percentages.
You could still edit the file but couldn't save anything. Best I've been able to do is export the layers I've been working on and recompile it after a force quit. Not ideal. This has gotten so annoying I've been thinknig about just moving back to my 8 year old iMac. It's ridiculous.
I'm attaching my SpinDump as well. Really hoping we can figure this out.

Also wanted to note that I'm experiencing this with files around 1-2gb that are utilizing smart objects. I cann't replicate the issue. It seems to be random. Sometimes everything works fine and other times it locks up when I save.

An update... I started launching Photoshop via Rosetta on my M1 Mac and it has been working flawlessly. So... I guess that's the solution for now?

Just wanted to post an update. I've continued to used Rosetta with Photoshop and haven't encountered any issues at all.

I only work on the local SSD inside the Mac. I only use external drives for work I've completed and need to store.

I've only been trying to save locally too.
I've been running PS in Rosetta mode for over a month now and haven't come across the issue again so its definately a bug relating to the Apple silicon version. Strange it only seems to affect the M1 Ultra

Anyone know if this has been fixed yet? PS 24 has just been released but no mention of it in the bug fixes. Im still running 23.5 in Rosetta mode, i can't afford to loose work like i have previously so want to know the bug has been sorted before leaving Rosetta.

You can install the new version to try out and leave the prior version installed. Just make sure "Remove older versions" is unchecked:
