Issue: Photoshop switches tabs in the wrong order when using shortcuts control-tab and control-shift-tab
Photoshop versions: every version since at least 2011
OS: All windows, and likely mac too
Reproduction:
1. Open three blank documents
2. Click and drag one of their tabs into a different order (eg 1,3,2)
3. Cycle through them with ctrl-tab or ctrl-shift-tab
Expected: Cycles through tabs in the order they are shown on the top bar
Actual: Cycle order is not updated and sticks to old order
Yes, this is a duplicate of a post, but no comments have been made there by Adobe employees since one more than a decade ago said they'd look into it, then never responded.

Hi nathan_3820,
Thanks for bringing this issue to our attention. We will reproduce it on our end and check. Would you mind sharing a screen recording demonstrating the issue? This will help us better understand the situation and investigate further.
Thanks,
Shivani

This isn't really something that can be shown in a single screenshot well, but for example:
If you are here and press control+tab, you end up in document 1:
Here, the order of cycling between the tabs is stuck on 1, 2, 3, even after I have rearranged the documents into the order 1, 3, 2.
For example, on the browser you are probably viewing this website on, control tab and control shift tab go one left and right on the tabs on the top of your screen, even when you rearrange them. The bug seems to be that photoshop does not call a function to update the tab cycle order when the visual order is rearranged.

Sorry, I realized your reply said screen recording, not screenshot. I have repeatedly tried to upload one, but whenever I try to post something with it attached it doesn't go through, so I am going to try this just to see if it works and is just a problem with sending the video.

I am trying it a different method to see if this works (in uploading the video):
