No, the chat has not been removed (see Ged's screenshot), but your browser may be blocking it. Try the link to auto-open the Chat:

Can you please show a screenshot (fullscreen with Layers Panel)? Before that, please double-click on the "T" (thumbnail of your text layer) in the Layers Panel (this should select the text and show important indicators in the Control Bar).
