I have also tried uninstalling and also tried resetting preferences and click on reset to default, still nothing.
I saw somewhere in Youtube, it says in preferences changes east asian to Middle Eastern and South Asian, but that also doesnt let me select it and shows same error,

First, what were you trying to do when the error occurred?

Sorry, I hit the Add reply button before I finished...
And second, can you show a screen shot of your whole window with the options bar and your layers panel?
Thanks,
Michelle

Have you tried it in other files? Close this image, restart Photoshop and try opening another file and see if you get the same error.

Yes everything has been tried.
It shows same for all, no matter what file or image.
Even on blank PSD

This might be a font problem? Do you have Illustrator or InDesign--have you tried to open and work with type in either of those programs?

I just have photoshop only.
And i dont think its font issue, as same fonts have been working since years.
Also I dont even reach the font selection step, it just stops with this popup just after clicking the tool.
You can see in th above GIF

But there is something that Photoshop can't resolve using a type layer. Here is a link that you might take a look at to see if this might be the problem. Check it out--it might be something simple like turning off Font Previews in the Preferences panel.
Troubleshoot fonts issues in Adobe Photoshop CC, 2015, 2014, CS6, CS5
If this doesn't work, then I would definitely try uninstalling and reinstalling Photoshop again. (Uninstall, restart your computer and then reinstall) and let us know if either solution works.

Try 2 things and let's see if it works:
1. Turn off Enable Type Layer Glyph alternates, and see if that makes a difference. If nothing changes then:
2. Change the number of Recent Fonts to Display to 0.
Let me know what happens

By the way, did you restart after turning both of those off?
Did this start happening when you switched the language or was it happening before?
The only other thing that I would suggest is to turn off everything in the Type panel, and restart. Then turn each item back on one by one to see if any of the options are causing the issue.

OK I MADE A NEW admin user in my mac and it works under that login.
But same issue with my main admin user.
what to do now ?

1. Can you work under this new admin user? If so, then use it to get your work done. Then,
2. In this new user, start adding the things that are in the old user profile -- one at a time -- until you come up with the same problem. When you do come up against the same issue, you will know what is causing it and can delete that one thing from your old user profile.
Also, do you have any third party filters installed in Photoshop?
I am glad that you can at least get Photoshop text to work in this new admin!
