How do you switch between timeline view options?

I have never had this issue before. Currently my timeline is opening up like the above image, but I have always used and seen the bottom image.

When you first add a timeline to a document, you choose between the Frame Animation timeline (your first screenshot) and the Video Timeline (your second screenshot).

You can convert using the small icon at the bottom left of either timeline, but that is not the same as starting out in the correct timeline for your project.

 

Note : You will not see that choice if on a Mac M1 unless running under Rosetta which is required for video.
