Photoshop to Wordpress error message Sorry, this file type is not permitted for security reasons.

I'm using Photoshop cc 2019 for editing my images then loading them to Wordpress for a web page.

I get this error message when loading the images " Sorry, this file type is not permitted for security reasons. "
At first I thought it was a MIME problem...  it appears not to be.

I can download an image (png, jpg, etc.) from the web and upload without an issue, but when I adjust and upload an image to photoshop, edit, then try to upload to Wordpress media gallery I get this Sorry message.
I uploaded the same image to Gimp and tried to save as to change the file a little but got another error message from Gimp saying this.   - Could not read the contents of (file name)  error opening directory () Operation not permitted.
Can anyone explain why this is happening?
I'm running a macOS Catalina computer...  Thanks for any solutions.

    After your edits are you saving to a web format via Export As...

    Thank You for responding, "I didn't see the Save for Web " at the Export window until you brought it up... and yes, that was my problem.
    I would have thought this function would have been intutively in the SAVE or SAVE AS functions.
    I found the link, but find it curious that it is now called to be a Legacy function...

    I need to look up now how to create a web optomised photo without using the Export, Save for Web (Legacy).
