Photoshop Tool Issues

Hello,

My patch tool, clone stamp, polygonal lasso and quick selection tools all seem to be having the same dilemna-when I select an area of the image it gets a glitch and adds a "streak selection" to the left of anything I do. I've already restarted my PC several times and closed the program as well, but none of my quick fixes are working this time. Any thoughts on what this could be? I also just updated as well.

Which version of Photoshop are you currently running and what version of Windows?
