So recently I had to wipe my computer, and when I reinstalled photoshop, the transparent background now scales when I zoom in, before I had to reinstall though, when I zoomed in all the way the grid would look like it was getting bigger (cause that's what happens when you zoom in) now it looks like it gets smaller. Is there a way to change this?

Yes, you can make a grid size smaller as per your requirement in Photoshop CC.

I do know how to do that, the issue is, when I zoom in the transparent grid changes size as I zoom in, whereas before it didn't do that. I was looking to see if there was a way to change that.

Not sure if you solved the problem but for anyone else who might be stuck, all of the official help seems to be confused on this one.... I also found for pixel art it is nice to have the transparency layer squares to be a size of one pixel when zoomed in. After some playing around I found going to Edit -> Preferences -> Performance and under Graphics Processor Advanced Settings, turning off Use Graphics Processor to Accelerate Computation and Use OpenCL seems to do the trick. Make sure you restart Photoshop as it won't apply the changes, it does make a difference.
