Photoshop User Guide not working

I've been looking for a downloadable version of the User Guide for Photoshop, but now I realize that it doesn't exist anymore (which doesn't make any sense to me). Instead I tried to open the User Guide in the Help menu, but nothing happens when I click on it. 'Plugins' is the only one that works in the 'Resource Links'-section. Am I the only one having this problem?

What I am looking for is a place, where I can look up and search for anything Photoshop-related. Just like I could with a traditional manual. Pick something from a menu or a tools panel, search for it and learn what it does. If I try to do that through the Help Menu it shows where me where to find it in the menus, but there is no help on how to use it.

I'm not looking for tutorials.

Ps. I also posted this in 'Discussions'. The reason why I'm also posting it here, is for the developers to know, if this is a bug.
