FWIW, on my Dell Precision 5560 running Windows 11 Pro version 21H2 the latest update v23.4.1 freezes when I try to do a "save as" for a jpg. No 3rd party add-ons. Have had to go back to previous version of Photoshop.

When Photoshop crashes, this is the first thing to do, try resetting your Photoshop preferences. Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) immediately after launching Photoshop. You will be prompted to delete the current settings. You can also reset preferences upon a quit if Photoshop is running by going into General Preferences>General>Reset on Quit.
*To manually delete Photoshop preferences:
Quit Photoshop.
Navigate to Photoshop's Preferences folder:
MacOS**: Users/[user name]/Library/Preferences/Adobe Photoshop [version] Settings
Windows 10: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings

Everthing is working just fine in the immediately previous edition, 23.3.2 20220503.r.458. Tried the Alt+Control+Shift, got a warning window asking if I wanted to let Photoshop make changes. I said yes, but it just openned as per regular, not to any "settings" page. Again, this is Windows 11, not 10.
I went to the update page and re-installed v23.4.1 and voila, no freezing. My guess is a bit or byte got dropped during the initial update that got "fixed" by go back to the previous version and then re-updating.
