Photoshop version 26.7.0 "Remove Tool" Program Error & Neural Filters Not Downloading on Windows

Hi Adobe Community,
I'm using Photoshop version 26.7.0 on Windows, and I’m facing two issues:

1.  Remove Tool – Program Error

Whenever I try to use the Remove Tool, I get this error message:

"Could not complete your request because of a program error."

What I’ve already tried:

  • Set Image Processing in Preferences to "More Stable"
  • Relaunched Photoshop
  • Verified internet and GPU drivers

But the issue still persists.

 

2.  Neural Filters Not Downloading

When I click Download on any Neural Filter (e.g. Skin Smoothing or Colorize), nothing happens.

  • No error message
  • Just stuck at “Downloading...”

My internet is stable and working fine

 

System Info:

  • Windows 11 
  • Photoshop 26.7.0 (latest)
  • Creative Cloud is signed in and running

Internet connection is stable

 

Has anyone faced these issues? Are there any reliable fixes for both problems?

Hey, @Sankar_AB. Welcome to the Photoshop Community. I'll help you figure this out. Please share the system info from Photoshop Help > System info > Copy and paste into a text document > Upload and attach here.

 

Does this happen with any specific images you're working on?

 

 

Try these things & let me know the outcomes:

  • You can hold the SHIFT key when launching Photoshop to skip loading any 3rd party plugins. 
  • Try to redownload the Neural filter library by going to this location on
    Windows: %appdata%\Roaming\Adobe\UXP\PluginsStorage\PHSP\26\Internal\com adobe nfp gallery\PluginData

If this does not help, ensure there are no stale preferences in your Photoshop. Go to the location of the preference folder below and rename it to backup.

  • Windows 10/11: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings
  • You can press Press the Windows key > Enter 'Run' > Enter %APPDATA%\Adobe
  • Rename the Adobe Photoshop folder by adding a .old at the end. (Adobe Photoshop 2024 > Rename > Adobe Photoshop 2024. old), you can later restore these preferences if needed.(https://adobe.ly/4860qM9)
  • Restart the computer.

These changes will give a fresh start to Photoshop as a fresh install. Let me know how it goes.
