Photoshop version 26.7.0 "Remove Tool" Program Error & Neural Filters Not Downloading on Windows

Hi Adobe Community,
I'm using Photoshop version 26.7.0 on Windows, and I’m facing two issues:
1. Remove Tool – Program Error
Whenever I try to use the Remove Tool, I get this error message:
"Could not complete your request because of a program error."
What I’ve already tried:
- Set Image Processing in Preferences to "More Stable"
- Relaunched Photoshop
- Verified internet and GPU drivers
But the issue still persists.
2. Neural Filters Not Downloading
When I click Download on any Neural Filter (e.g. Skin Smoothing or Colorize), nothing happens.
- No error message
- Just stuck at “Downloading...”
My internet is stable and working fine
System Info:
- Windows 11
- Photoshop 26.7.0 (latest)
- Creative Cloud is signed in and running
Internet connection is stable
Has anyone faced these issues? Are there any reliable fixes for both problems?
