Photoshop - Why did my Camera raw update to default 18.7MP?

Hi I think my Photoshop just updated and it defaulted to 18.7 MP in Camera Raw when it used to be 24MP - I have also started having problems resizing my images - They are becoming pixelated and I am not sure why or what happened? 

 

The earrings are an example from when my Photoshop was working - I would resize images to 72dpi and 12 x 16 inches and now when I resize doing the exact same thing it is making my images really blurry/pixelated.

    This part of question perhaps can be solved by clicking on link at the bottom of ACR window > Workflow tab > uncheck Resize to Fit if its checked. Same thing can be done by opening ACR preferences from Bridge or Photoshop.

    Can you post some example of pixelated image? What is magnifying level when previewing image in Photoshop?
