Photoshop will not open photos

My photoshop updated to the latest version today for Windows.

when I attempt to open ANY photo, either in PS directly or from LR, the photo will not open and looks like a strobe light.

I have updated Windows and uninstalled and reinstalled Photoshop.

please help.

open photoshop preferences>technology preview>check "disable native canvas"

restart photosh
