Photoshop window cannot be repositioned on screen

Issue: When I try to move the Photoshop window around on my monitor, it instantly snaps back to the previous position. This position is where the window was located on the screen when the previous Photoshop session was closed. The window can be resized and made fullscreen. Deleting preferences does not fix the problem.

 

Photoshop version: 25.0.0
OS: Windows 10 Pro 22H2

 

Steps to reproduce:

  1. Open Photoshop.
  2. Make sure the Photoshop window is not fullscreen.
  3. Move the Photoshop window around on the screen.

 

Expected result: Photoshop window should remain in the position on the screen that it was dragged to.
Actual result: Photoshop window snaps back to the original position.

 

Extra information: Bug is also in PS 24.7 and 24.7.1 but not in 24.6.0 or earlier (that I can tell). This problem also exists in Illustrator 27.9.

Problem still exists in V.25.0 however.

After restart no change. Installed PS CC 2024 v 25.1 (beta) from Creative Cloud.

Funny thing, problem seems to be solved. It's like magic!.

Update:
Unistall PS CC 2024 and Bridge v14 using creative cloud.
Reinstalled PS CC using cloud. No change, still can't reposition PS Screen, always snaps to center.
I can get PS to another screen by stretching the window into another screen then bringing the opposite edge into the new screen, but it snaps to the new location (not centered) and the only way to move it is to resize the screen with the cursor.
So it's not associated with Bridge, since Bridge is not installed att. Will now try a restart.

I have the same problem. Can't relocate Photoshop on the screeen or move to another screen - snaps back top center of default screen. Seems to coincide with update to Bridge from 13 to 14, yesterday, when Bridge's Photoshop Tools wouldn't work.
Bridge repeatedly auto update failed, had to update manually. Found three versions of bridge using Revo Uninstaller.; 2022, 2023, 2024. Unistalle 2022 and 2023. Ran Junk Files Cleaner. No change.

PS CC 2024 V.
