Derek, I think you didn't notice that @narayanank25859633 is using Windows. The Application frame is Mac-only.

It look like your issue is that the options bar is sitting on top of your menu bar. Can you either move the options bar or reset your workspace?

Yeah.
I have tried that. But that dint work.
As a trial and error method, I reset essentials key.
Luckily it has come to the full screen.
Also I closed the screen and opened an image with Photoshop again..
Now it's opening in full screen.
