Photoshop won't launch due to Visual C++ Redistributable error

Hello there I got a problem here, so i tried to install a adobe photoshop/adobe premier/adobe after effects/VegasPro13/Windows Movie maker. And i always get an error the error is always about samething and it's "Microsoft Visual C++ Redistributable" and the weird part is i done install and repairing it but still doesn't work. Help thank youuu

Spec :

Windows 8.1 Single Languange 64 bit

8gb Ram

Intel i5-3.2 ghz

Amd r7 265

    I have downloaded and tried to install this solution. It will not install on my win10 because I have a newer version installed. However, I still have MSVCP140.dll and VCRUNTIME140.dll missing. Everywhere I turn there are solutions. I try them all. NONE of them work on my new HP Win10 desktop.  I have found that I have dozens upon dozens of application extensions of MSVCP140.dll in my system, however.

    Are you installing Creative Cloud or earlier versions of those apps?
